Delivery consent
Electronic delivery is the owner's choice, captured as an explicit, dated consent — not an assumption made on their behalf because email is cheaper.
Some owners will never use a portal. Bill them anyway.
Owner lists include people who do not use email, people whose address is three moves old, and people who have simply never consented to electronic delivery. Software that pretends otherwise creates a suspense problem and calls it a feature.
